You have to go to Zack's Beach House on Mineral Beach between 10:00 a.m. and about 3:30 p.m. with an EMPTY spot in your tool section in your Rucksack.

Charge the fishing pole by holding the tool button down. This is true for all tools that can be charged. You can only charge after upgrading the tool at least once.
