I use all AMD and had the audio issue. Going into the AMD Adrenaline program and setting "Radeon Chill" to off (an fps limiter to reduce power use) fixed my sound issue.

Cars never had audio in SRTT or SRIV, even the reboot doesn't have them. Volition just doesn't know how to make car sounds.
