As to why, I don't know for sure, but I looked at the reviews for that DLC, and what I could tell is it breaks the game's balance.
Although they already do to some extent by giving you powerful weapons and a tank from the get go lol
So idk, just a guess.
One of the many little things in this funny remaster.
But I guess they thought more of the new players.
Perhaps a more ideal solution was to have a toggle option for these two DLCs.
Personally, when playing Saints Row: The Third, I appreciate the option to uncheck both of those DLCs. The Unlockable Pack defeats the purpose of having a choice to make after each mission when you can just be given both rewards. If you really want a reward badly, you can use a mod to obtain it.
There are a handful of mods created for the original game which work just fine or play nice with the remaster. I did discover a guide detailing how to re-enable the Bloodsucker Pack in the remaster (if you own the Bloodsucker Pack for the original game).
If you are waiting for an official option, it's not going to happen. The developers are actually making good on their promise of The Full Package. Those two DLCs are not part of The Full Package. Mods are nothing to shy away from. I have my Saints Row: The Third Remastered running with a few mods installed.
I only mentioned the Unlockable Pack as spoiling rewards. I made no mention of the Bloodsucker Pack. I feel the Bloodsucker Pack is an interesting concept as more of a novelty than anything. It actually does a little more than just allowing you to heal from human shields.

Once the DLC is activated, these bonuses are applied whenever a game is loaded, including when starting a new game. In addition to the DLC-specific bonuses, all Cash Boost, Hourly Income, Respect, and Scavenger bonus upgrades are also applied without having to be purchased. There is no way to prevent this from happening.

It is a guide since uploading a file would be piracy since people who don't own the Bloodsucker Pack DLC for the original game could easily recreate it for free.
Yes, that's the point. You use your files from the Bloodsucker Pack from your original game to restore it to the remaster.
