Mod That Makes Chief Powerful?

I'm looking for a mod that does at least a few things to strengthen the player: faster movement speed, more damaging weapons, faster shield recharge. I would love for the enemies to also be stronger- better skill, farther engagement, larger numbers -but the real desire is for Chief to feel stronger. I'm open to being a glass cannon- fragile but lethal -as long as my movement is fast and my shields recharge quickly so that I don't need to spend so long hiding. I would also like the guns to be more accurate, at least while stationary.
