With Guerilla (or Reach equivalent, can't recall its name), you edit small "tag" files, for weapons usually tiny and easy to read in Guerilla where you edit stuff like ammo.
BUT, "loose" tag files aren't any good, can't be read as-is, you have to compile them into a map file, and that's where it gets a lot larger, just navigate to your \Steam\steamapps\common\Halo The Master Chief Collection\halo1-2-3\maps folders and see for yourself that each mission, level, is its own self-contained map file, that's what's read and played, in game, that's what you'll have to compile and upload to say steam workshop for your friends to download all the maps that you want to play together.
