Only Halo CE included in MCC
I own the master chief collection, and when I check DLC, only halo CE appears. In the description, it says all the halo's are included in this. Am I missing something? I tried the ingame > gameplay > settings > content method to check as well and they're all grayed out

Sounds like you might have bought the wrong thing. Don't forget that you can refund things automatically if your playtime is less than two hours. The game is also on sale again! Use the links I've quoted below to double check what you bought. You want to buy the bundle, not the individual DLC. The DLC comes with the base game for free. The "bundle" isn't labeled as a bundle and there's no discount for buying the DLC individually.

This is the only Steam game I know of that has done things this way. Ironically, the Steam version is still the superior to the Windows Store and console versions.

If you want to download parts of MCC that you own go to...
Steam -> Library -> MCC -> Properties -> DLC
...and check the boxes of the parts you want to install.

I don't recommend trying to install the games while in-game. Do it through Steam. Check the DLC menu for MCC. This way any download problems you have are specific to Steam downloads (namely Steam DLC downloads) and don't complicate anything by involving a running game.

An update to anyone else that may have the same situation:
I submitted a ticket on this, and steam said that it is possible to buy a single Halo game and it show up as the master collection.

I bought mine back in 2020 and must have forgot I only purchased Halo CE, which is confusing if you look up MCC, because the description reads that MCC comes with all the halo games.

I purchased Halo 3 and it came with the Master Chief Collection.
Today I try to play Halo 3 ODST campaign but when I'm in the game and clicking to start the campaign I get a message saying that I need to download the DLC.
Pop up opens the steam store with the H3 ODST DLC in my cart,
when I click to purchase I get a warning saying
DUPLICATE ITEMS
"According to our records, you already own one or more of the items included in your cart.
If purchasing for yourself, you will not receive an extra copy of:
Halo: The Master Chief Collection
Would you still like to continue with your purchase?
What do I do ?
I'm ready to purchase H3 ODST, but is it going to screw up my previous installation ?

No, it won't mess up anything. You're getting that message because each DLC comes with a copy of MCC so that you can play the DLC you bought. The full priced game is essentially a DLC bundle that doesn't say it's a DLC bundle (or give a discount for owning some of the DLC already).

It threw me for a loop the first time I ran into that too.

To say it in a different way: MCC is the game you launch on Steam to play the individual games in the collection. Each game is sold separately as DLC or all together in a bundle that doesn't call itself a DLC bundle. Because you can buy the DLC individually each DLC also gives you a copy of MCC and that extra copy of MCC is what's giving you the warning that you already own it and won't get a second copy. It's fine.
