This is the only Steam game I know of that has done things this way. Ironically, the Steam version is still the superior to the Windows Store and console versions.

An update to anyone else that may have the same situation:
I submitted a ticket on this, and steam said that it is possible to buy a single Halo game and it show up as the master collection.
I bought mine back in 2020 and must have forgot I only purchased Halo CE, which is confusing if you look up MCC, because the description reads that MCC comes with all the halo games.
I purchased Halo 3 and it came with the Master Chief Collection.
Today I try to play Halo 3 ODST campaign but when I'm in the game and clicking to start the campaign I get a message saying that I need to download the DLC.
Pop up opens the steam store with the H3 ODST DLC in my cart,
when I click to purchase I get a warning saying
DUPLICATE ITEMS
"According to our records, you already own one or more of the items included in your cart.
If purchasing for yourself, you will not receive an extra copy of:
Halo: The Master Chief Collection
Would you still like to continue with your purchase?
What do I do ?
I'm ready to purchase H3 ODST, but is it going to screw up my previous installation ?

It threw me for a loop the first time I ran into that too.
To say it in a different way: MCC is the game you launch on Steam to play the individual games in the collection. Each game is sold separately as DLC or all together in a bundle that doesn't call itself a DLC bundle. Because you can buy the DLC individually each DLC also gives you a copy of MCC and that extra copy of MCC is what's giving you the warning that you already own it and won't get a second copy. It's fine.
