Halo 2 Broken Audio

So I'm having some trouble with Halo 2's campaign at current. All the audio works just fine... except for dialogue out of cutscenes. Weirdly, it's not combat voicelines either. Just scripted lines, like the Armory guy guiding me through the tutorial or Johnson talking to me there. It sounds like the audio is underwater and I can't hear what they're saying when it's calm. But I noticed too, right after defeating the Drones for the first time and riding the lift down, someone is saying SOMETHING to Cortana, but I can't make out any of it.

I bought the MCC so I could relive old nostalgia of playing the Halo games from start to finish, but between Halo 1's Co-Op being laggy as hell to this, I'm starting to get extremely frustrated. Does anybody have a fix for this problem? I'd really love to delve into the wonders of Halo again, but not being able to hear in-game direction is pretty bad.

for me the "effect volume" increases and decreases the voices in both cutscenes and while playing for some strange reason.
I original had effects volume set to low and everything sounded like underwater just like you descriped.
Chanced it to 100% fixed it for me.
I then changed master volume to 50% and its fine.
Not greate but fine.

Funny thing, I have both the Effect and Master volume up to 100. It's loud enough that I need to turn the volume down on my speakers, but the voice is still quiet. I suppose I could turn everything but voice down, then crank my speakers, but then I'd run the risk of damaging them if I don't remember to flip them back down.

Personally that didn't do it for me but changing my audio device did fix it (I usually run my headphones through a DualSense controller, but plugging them directly into my PC fixed the issue)
