A way to pan camera in cutscenes?

Seen this before with a few "behind the scenes" videos on the cut-scenes. Cannot get any answers nor figure out how they did it, and am dying to get some nice screenshots in different angles.

Basically asking if there is an legitimate way that does not involve tampering with the game itself.

You will need a mod. This tool still has not been released but it's probably exactly the kind of thing that you want. Maybe. I think you also might want a way to pause cutscenes without having the pause menu be in your way.
