maybe it was but we had it for years without it, nice crisp hd and they f'ed it up without implementing a checkbox in the graphic settings to turn it off...
and till this day they haven't given us that option...
because they hate Reach, and want you to become a stan and only play halo 3
i'm not a fan of mods but if there is a standalone mod that ONLY removes that fn blurry smear effect from reach i'd install that

But the video you posted literally shows the pc version isn't affected by blur
mcc reach released without all that but a later update added the bloom back.
Essentially Halo purists on Youtube complained that the bloom didn't scale properly on the MCC. Ironically this bug made the game look better because it minimized the bloom and made the image look crisper. You see the actual resolution and scale of the bloom on the Xbox 360 version of Reach was terrible.
The devs released an update that restored the awful bloom and never gave you an option to turn it off. Sometimes fans need to realize that not everything that's authentic is actually good. Something similar happened with a GTA4 restoration where the fan base cranked up the low res bloom up to 11, essentially dating the graphics further just cause it was like that on Xbox, lmao.
Your only way of turning the bloom off is either making a mod or replacing the current maps with an earlier version before the update.
