Steam does not support removing regional prices. Every region always has its own price.

As for price changing, the USD price is still the same, so I assume Microsoft simply switched to Valve's new recommended conversion rates that started a few months ago. Unless a publisher specifies a region's price manually, updating the prices will reset everything to the recommended rate. Back when the conversion rates changed, Valve made a big deal about switching to the new recommendations and changed the UI to give warnings if the price was significantly different than the expected conversion.

Regarding the pricing being too expensive in some regions, I believe the conversion rate that Valve uses is based on global trade ratings, which is upsettingly subjective and based primarily on confidence and security. If global banks thing your region is "high risk", your conversions get worse. (Thus the crash of the GBP right after the UK referendum to leave the EU.) As I'm sure the affected people have already noticed, this isn't quite the same as PPP (purchasing power parity?) ratings.

As for why Valve (and in this case, Microsoft) would want the conversion that leads to worse prices, it's due to how those conversions affect the amount paid out. For instance, if I sell a game for 10 dollars on Steam, I usually should get ~7 dollars after Valve's cut. But if I get a sale from a region with a lower conversion rate from the old auto-recommendations for prices, I might get as little as 1 or 2 dollars from selling that 10-dollar game. I suspect the current recommended prices are meant to give the developers (and Valve) the same value per sale no matter what region the sale is from, even though the PPP isn't the same between regions.

Short version: Inflation and fiat currency strikes again, and Valve wants to maximize their profits. The only reason this didn't happen for Halo sooner is that someone at Microsoft didn't press a few buttons a few months ago when the main change to Steamworks happened.

it was Rs 899 in India before which is around 10 USD

now its 3499 rs which is around 40 USD

they removed the regional pricing
