Report a translation problem
It's really a technology problem. From what I recall, the simple explanation is that consoles and PCs load the levels differently (full map vs partial map, so to speak), so for Campaign Crossplay to work 343i has to redo how the games load for each title so that they load in sync. They already did that work for H3 and ODST, but Microsoft is reluctant to fund the MCC team to do this work for the other titles when instead they can focus on Infinite.
