With how poorly the franchise is doing it doesn't seem too far fetched. It wouldn't be terribly expensive for Microsoft to port it and earn some money from the old game while at the same time satisfying the curiosity of PC users while they wait for the next game.
The game is filled with microtransactions. From a corporate perspective, might as well port the game over and see if a handful of whales will sink money into it.

although it could also be a way to gauge interest in halo 5 on pc.
this is the first time a steam logo as appeared on a halo 5 image afaik.
