Sadly, hackers flying around the map with infinite ammo, full-auto rockets launchers and snipers killed mcc multiplayer.

Because it's a competitive gametype for some god awful reason and no one play competitive anymore.

I thought that it was just okay when Reach came out, but it was probably because I got stomped. Is there a way to set up a custom game?

There is. There are also Invasion custom games going on 24/7 in the Custom Game Browser.
They're all bad. Either modded nonsense, terrible custom maps or just unfun.
