Why is this game rated for mature audiences yet has a roblox-level chat filter?
MCC is rated 18(all the games are rated T though) in the US and M in australia yet you can't use numbers with more than 1 digit even with chat filters disabled

They can see the numbers or inappropriate words with filters disabled but you cannot see your own comment for whatever reason...

You can't control nor predict what people will say or do in a videogame's online component.

Yep, this is technically a game that is 18+ rated, but the online portion of the game is run through the Xbox Live service, which encompasses not only Halo games, but every other game that uses the Xbox Live service, that includes game that have a score lower than 18+.

Xbox Live has a Terms of Service and a Code of Conduct that pretty much say "don't be a jerk, and try to keep things as family friendly as possible". That includes keeping profanity in check.

Halo, being a Microsoft product, has to abide by these rules, hence it has built-in tools that makes it easier to make it as much of a friendly environment as possible.

Even Gears 5, that has literal human characters being cut in half with a chainsaw in the most bloody way, while characters yell all kinds of profanities, has a censored chat. In short, the point is to keep that violent content and profanity just in the game content itself. Those virtual characters won't really care what "Generic Soldier #4" said to them while they're being blown to bits, they'll re-spawn in a few seconds and act like nothing. But a real life person, whom you don't know at all except for their gamertag and that they are currently playing the same game as you, is a completely different thing.

The Xbox Live Code of Conduct[www.xbox.com] does not prohibit trash talk, but it does make a point out of keeping it as civil as possible. Most online gaming services have a similar set of rules. Even Steam does.

Remember: you are interacting with an actual living human when playing a videogame online. Besides, not being a rude jerk is general good advice, even outside of gaming interactions. I know there can be moments of profanity not being aimed at anyone and used more as an expression (as in the "F word" being used as a reaction to something that happened), but there is just no way a chat filter would know the context of the situation the word is being used in, so it's just easier to censor it every single time it gets used.
