Going to try a few things and try to find what is causing it. Will report back. But yeah if anyone has experienced this let me know!
I believe multiple people were having the same issue a few years back and it was tied to Windows being on a buggy Insider build. If you do happen to be on an Insider build, it might be best to switch back. If not, I have no Idea broski.
Edit: Also, try just running the game without any frame rate cap. That means disable the frame cap in your Nvidia control panel as well.
It looks/sounds like a handicap server: Player with the worst score gets an advantage (I can't even remember if it's Halo that I've seen this in before).
The game is set to increments of 60fps. You can do 120fps or 180fps. Not 144fps. I have a 144fps monitor. I set the game to 120fps vsync. No problems running in this mode.
