Yeah that's right. I have only found 1 terminal and completed level 7. I always look around in secondary corridors. I suppose there are just fewer in Halo 3. Or they are ridiculously hard to find.
Any how, what Pyrocitor said is right, same happened to me. It was a relieve when the achievement finally popped up. I thought ah, not a terminal like Halo 2, or bugged. But no, it's fine, just have to wait a while, then the screen changes to alien text, few secs after that it's activated. I guess the devs really want us what the story/lore, which in fact is quite interesting imo.

They are both right.
Without starting a huge debate, The book is the true Canon story of Reach (which is vastly different than the game and confirmed by Microsoft and 343 in a post I would have to dig back up) the book would have made for the much better game. The short of the drama is Fall of Reach was written well before Halo Reach the game was ever a thought, Bungie and Microsoft approved all the books and decided they were canon. Fast forward, Halo 3 was a massive success but with the trilogy completed bungie wanted to move on. Microsoft wanted one more game first, so bungie went against everything that was decided as Canon in the Fall of Reach and made Halo Reach instead afterwards selling the remaining rights to halo bungie had to microsoft. Several employees at this time left Bungie and went to/started 343 industries with Microsoft including Frank o'Connor to be able to keep working on Halo instead of staying with Bungie to make the first Destiny

The Fall of Reach is the real prequel
The Flood takes place in Halo Ce from a few different perspectives
First strike takes place right at the end of CE and before Halo 2
Ghosts of Onyx takes place sometime around Halo 3 but does not involve John if I remember right but is the first book to talk about Spartan 3s (the first time they are the topic besides a very short reference in first strike which it's story would be long after the Halo Reach Game in the Halo timeline, Onyx was written 4 years before Reach game was released)(so by the time reach came out there was many more already canon things that contradicted it)

About the books, thanks again, Duranu. Think I'll check out my local (on line of course) Amazon store. I really didn't know they were actual books, as opposed to pdf articles.
Good to know about the 4 year gap too. Now I won't have to fathom that myself.
Anyhow I wanted to thank @ NIKNOKINATER for the different level, different message. Would have never guessed that.
EDIT: Oh, it was a poster above his. Apologies. A no name poster? The guy with 12 years service. Maybe it's just me who can't see it. Whatever, all is good. And thanks again.
