Have you followed the plot at all? Arbiter lost his rank of shipmaster due to destruction of the first halo, therefore he was made to undertake suicidal tasks for the prophets and their great journey. That includes having ♥♥♥♥♥♥ weapons and hard tasks for the player. In the meantime, Master Chief is only doing his duty while being equal to everyone else and supported by their command.
I do recommend reading the lore as it will clear up some things the game itself doesn't. There's so much more to the plot and it is interesting :D
