Halo is a pretty cool guy
It's written on the store page because literally thousands of people like you come asking the same question. You can see EXACTLY how complete each game is through the pictures on the page....
Its literally a meme at this point and I find it crazy how nobody does any research on the matter. Not just that actually! But also the fact that people somehow just don't know this... like they literally said not all games are gonna be out at launch.
On your Xbox One console:
Navigate to the Halo: The Master Chief Collection tile and press the menu button.
Scroll down to "Manage game & add-ons" and press A
On the left-hand side, scroll down to "Ready to install" and press A
Select the appropriate selection on the right and install it
Installing Remotely:
Ensure that Remote Install is enabled on your Xbox One console
Open your Xbox One Console's Settings menu
Navigate to "General" then "Power mode & startup"
Set your power mode to "Instant-on"
Navigate back to Settings
Scroll down to "System" then "Updates & downloads"
Select "Allow remote installations" under "Downloads"
You can install to a remote device from the Microsoft Store app on Windows 10, or from the Microsoft Store in a web browser.
On the game’s product page, select […] next to the Install button, and then Install on my devices.
You’ll see a list of all devices to which you can install remotely.
Select the devices you want to install the game to, and then select Install now.
If you need to reinstall Halo: The Master Chief Collection, you can press the Xbox Guide Button and navigate to "My games & apps"

Install all
it's 343, they took literally 6 years to make the xbox version playable and have been buggily porting the games with their sweet time, expect H3 over the summer, H3ODST mid-late summer, H4 fall-ish at least.
