How to use fps counter on xbox game pass version
is there an in game setting to enable fps counter on xbox game pass (pc) version?

The Windows 10 game bar itself (to acess it, press the Windows key and the letter G on the keyboard) is able to show FPS.

Doesnt game bar reduce fps?

Only reduces if the game has a certain incompatibility issue, or if you're recording, checked it myself on as many games as I could (Shadow of the tomb raider, Deus Ex MD, Halo Reach, Assassin's Creed Origins and Odyssey, Metro Exodus).

Add as a non-steam game to steam, launch *through steam*.

You now have full steam in game, including chat, friends, and the steam FPS counter.
