What does the tilt skull actually do?

I've been a huge fan of Halo for most of my life, and can probably tell you more about the franchise than most other people out there, but I've never actually understood what this skull does.

Basically makes the "bullets for health, plasma for shields" thing a whole lot more important.
It can actually make the game easier if you're already used to noob-combo
