in regular multiplayer, you can't. Its map specific so everyone starts with the same loadouts. If you're looking for making your own custom rules, its options -> general settings -> spartan loadouts/elite loadouts, then you select 1st tier if its a regular map, and then you can choose any of these loadouts to change. keep in mind this is only for that game mode you just made, so you'll need to invite some friends to play with it.

you can in halo 4, its odd i only have the shield ability or holo and everyone else is using custom skin guns and classes i want to know how they do it as well

go to custum multiplayer make a game don't go into the browser and you can change the settings for each class and the time limit

Halo 4's custom loadouts and skins are all under the same customization menu as all the other Halo games. Halo 4 just has more options and one of them is the loadouts.

I just realized this thread is mad old.

For Halo: Reach, different loadouts are all set using the gametype. If you want to edit the gametype in-game you have to go to the custom game menu (NOT the Custom Game Browser), select a gametype, and then edit that gametype.
