">Uncheck and recheck DLC in Steam properties window"
As I said, I did exactly that with no results.
I appreciate the suggestion, but I did indeed do that several times.
Even if you have the hard drive space supposedly required for the game, in this case Halo: CE, that still might not be enough. What I had installed before nuking the whole thing were the H2A and ODST campaigns.
After I uninstalled MCC and tried reinstalling it with only the content I wanted, that being, H2A, ODST and CE, steam told me there wasn't enough hard drive space for the download. I actually needed almost 20 MORE GIGS for a fresh install. VERY confusing as I had LITERALLY just uninstalled the equivalent of two games that didn't require that much space.
CE worked after reinstalling but I have no idea why the game wouldn't just TELL ME I needed more than 7.9 GB (I had 18GB free on my SSD at the time where MCC was installed.) If that even was the case.
I HAD previously moved my install folder from another drive so this was potentially a contributing factor.
