But if you want to see a truly garbage shotgun, go play Doom 3, the shotgun in that game is a melee weapon that can still miss at point blank range.
Also, I oddly haven't noticed this problem in any game other than Reach. The stats might say this weapon is better than the one in 2, but it definitely wasn't as balanced as the shotgun in Halo 2 was, when compared to the enemy health pools (and that's saying something).
The only thing you'll prove that way is that BR/DMR starts are hot garbage and destroy the sandbox balance.
