What are the best single player mods that aren't just campaign remixes/modifications?
It seems like all the most popular mods are just updates to the existing campaigns with balance fixes/slight alterations, are there any good original campaigns or completely new content for this game yet? also open to unique multiplayer mods that add original content/game modes/maps not just rebalancing stuff

Skorly has made some good custom missions on the workshop, the level geometry is pretty basic but beside that, some of his levels feel near Bungie quality.

From the Halo community? Fat chance. Almost everything the community creates is extremely derivative in nature. Some is good, don't get me wrong, but there's very little that doesn't build off/rely heavily on existing content.

Oh yeah there's also Lumoria. It's really good, except for the voice acting, which still has some charm to it anyway.

The fan-port of Project Lumoria has already been mentioned, but they also included a 'Ruby's Rebalanced' alternative if you fancy a little twist to it (Which is befitting as Ruby's Rebalanced also used assets from Project Lumoria). It might be still best played via Halo: Custom Edition, but the SPV3 version was heavily altered and you do get the benefit of Co-Op support that neither of the previous have:

Typically NexusMods & ModDB, when they were working anyway (Some such as Halo: Reach Evolved, Ruby's Rebalanced - Halo 2 & onward are getting updates, but it's slow going, especially now with the official tools making previous goals easier & more ambitious endeavours more feasible).
The Multiplayer modding scene definitely needs a better opportunity for people to play their mods than LAN parties or not-LAN parties.
Not to mention, even full-blown single-player mods weren't exactly commonplace for Halo: Combat Evolved [PC-CD] as much of them were multiplayer mods or just couldn't get more ambitious than Project Lumoria & Operation Takedown could get when it wasn't The Silent Cartographer: Evolved pushing boundaries or SPV3 basically cramming as many plugins or as much of the Halo franchise into Halo: Combat Evolved as they possibly could over the course of 15 or more years.

It's not like the GoldSrc or Source engine scene where it's seemingly both more feasible, practical and in some ways rewarded to get as ambitious as Half Life: Echoes, Field Intensity, Black Mesa: Blue Shift or Entropy Zero 2.

Since people already shared the custom campaign mods, I'll try giving some good firefight/MP mods:

Reach Firefight but with NPC allies and overall expansion of weapon sandbox and new abilities. Plethora of reskinned and repurpose enemies. Basically peak firefight performance on Reach.

Best firefight mod to date. Plenty of custom vehicles including from Halo Wars, a plethora of new weapons, whacky but fun story, HUGE fights with allied and enemy NPCs. Best played Co-op but solo is still very great.

SOI has made what I argue to be THE best campaign overhaul, there is a little jank in just a couple parts but its outstanding, SOI also worked with the SPV3 team and both share similarities but SPV3 sadly can never work on anything other than custom edition so this is the closest you'll get

I played this a few months ago and thought it was absolutely atrocious, it's a really good example of "Just because you can, doesn't mean you should." The mod kept adding weird little side areas that use Halo 4 concepts and voice lines that don't fit in the slightest, like going to some new area of the PoA to blow up a singular dropship that isn't even doing anything, when the point of that level is to escape.
Or adding a really awkward elephant ride in the second level for no reason.
Plus the visual changes are completely unnecessary and are less clear than the originals.
Very weird mod, if it weren't put together as competently as it was, I would have thought it was a joke.
The very reasons you hate POI are reasons for me to love it.
