After that you can create a desktop shortcut from the game binary in
Steam\steamapps\commond\Halo The Master Chief Collection\MCC\Binaries\Win64\MCC-Win64-Shipping.exe
to launch the game with EAC disabled. The default desktop shortcut created by Steam still works and launches the game with EAC enabled.
Note that if you do not create the steam_appid.txt file to the Halo MCC root dir the MCC-Win64-Shipping.exe too launches with EAC enabled. As for why your guess is as good as mine."
