Good HWID spoofer aren't easy to make and you can hardly found them for free. So the chance of a large group of players having one is almost non existent.
Depending how the Anti Cheat deals with HWID ban have to be taken into consideration. If it checks for every parts of the PC, you can just change a cheap part of the PC. But if it use a more advanced technique it's harder to bypass the ban.

Not entirely. The HWID is checked every time you start your OS. If a change is detected, a new HW ID is generated, so even if a single component is switched, you get a different HW ID.

Now I ASSUME it takes the HW ID generated by Windows. I don't know that for a fact.
It's effective though. A harsh anti-cheat system acts as a deterrent too. Afaik Apex's report function/anti-cheat isn't fully automated, because then you'd run the risk of wrongful bans, so I fully support the idea.
It's built into windows 10 at the OS level.
This is why this game will be so effective, OS is where you can control things with a much tighter integrity.
They put trueplay into win10 last year, I'd be surprised if they don't use.
Erm no, Win10 doesn't look at your network card, it checks ids of Mobo and other devices, change it too often and you could lose your ability to use Win10 license.

Not build a new PC. If they're just SHA256ing your hardware, then all you would need to do is swap out a graphics card and you would be good to go. I don't believe in cheating though, it's only something degenerates do. That's why I stopped playing CS GO, because all it is is degenerates circle jerking with aimbot, and wall hacks. Stuff is not fun at all.
Not if the bans are temporary. Reset them after a year or so.
