How many of those users are in China though? This title probably won't be released in that region.
Its already hard enough to get early 3d games working on PC, i dont want to fight the OS as well
I just upgraded to Windows 10 myself (from 7) after holding out for a long time, but Sunset Overdrive needed something better than 7.
Although you cant say with 100% certainty, all the other Windows 10 Xbox games have supported Windows 7 and 8 when they came to Steam (Quantum Break, Recore, Sunset Overdrive, Killer Instinct, etc). Microsoft have, or are just about to, release DX12 for Windows 7. And i'm pretty sure i read ages ago that Steam doesn't allow Windows 10 only games on Steam, games have to support all currently supported Windows OS, hense why all the other 'Windows 10 only' UWP games supported 7 and 8 when coming to Steam.
So chances are, it will work on Windows 7 and 8.

Certain DX12 games will be able to run on Win7, they aren't wholesale releasing DX12 on Win7.
Not true. And even if it was Windows 7 is losing support in less than a year.
Just because it runs on Windows 7 doesn't mean it natively supports it. A lot of older games run on Windows 10 just fine but they obviously weren't made to run on it.
