It gives you info on the story, allies, enemies, weapons, etc, might help get you started.
I'll be honest non of the Halo games are particularly complex really, just like any other shooter tbh.
Things like controller schemes, online features, menu options and customization are mostly referring to how they work in their original console version of the game. The manuals are still good for knowing some lore on the universe and characters (allies and enemies), functionality of each game's game modes and info on how the general sandbox of each game works (HUD, weapons, equipment and vehicles).

Halo 4 didn't have a manual, but it plays mostly the same as Reach, except for now having sprint as a passive ability instead of as equipment.
Just finished 3 on heroic.
