Thank you for your patience.
The developers have an update regarding the issue you reported with the "Coastal Highway" mission. The issue is caused by having the Boom skull enabled during gameplay. This means Vergil will continue to die if this skull is enabled which will halt your progress. You need to de-activate the Boom skull to resolve this issue. Additionally, enabling the Boom skull will now show a warning to players that states, "Use at your own risk".

I'm not at all sure of this, but my guess is that something about the armored vehicle with the boom skull is killing VRGL, and leaving the tank in the way allows them to spawn safely while the armored vehicle is held back out of the way. Someone could possibly verify this in Theater mode if they want. I also haven't tested this more than once so it's possible I just got lucky and it didn't glitch and I'm fooling myself into thinking I made a difference.

I had the same issue. VRGL would die when getting out at the last part. Leaving the tank in the middle of the offramp they spawned more at the bottom.

I do not know how, and I do not care how you found this. Just wish you best on your life beacause you help me finish this game on Xbox after 343 Industries seems broke it even without skulls and on "normal" difficulty.
Late comment, same trick worked for me too, this seems to be the solution to this issue.
