How do I enable the fixed Classic graphics for Halo CE?

They should be there by default. The game still doesn't look exactly like the original Xbox, but it's definitely an improvement

When selecting a mission in Halo CE or 2 you can change the visuals and audio in the options section. You can also switch visuals on the fly by pressing TAB or the select button on controller.
Also in video settings you can change the HUD style to the anniversary or OG HUD or just have it automatically change based on the current visuals selected.

Additionally, not only the graphics go back when you hit the "TAB" button, but also the music. Awesome experience.

Gotcha. I remembered them talking a lot about it before the season 7 launch so I was hoping I missed an announcement that the graphics fixes had been fully implemented.

Its not a setting, they just fixed A LOT of the issues by default.
