As for the soundtrack, it's decent. There are a few outstanding tracks (the one on the second mission when you find the warthogs) but other than that it's pretty forgettable.
It's lightyears away from the level of quality from what Marty&co produced.
edit: i apologize, i completly missed the point of the topic.
117's decent, but it pales in comparaison to so many tracks from the previous games.
In my opinion, "Requiem" is the best track of Halo 4. It's eery, it fits the moment perfectly, there are a few unusual instruments, etc. I felt (almost) like i was playing Halo CE again for the first time, when i first landcrashed on Halo.

Overall, I thought it was decent, I don't think I would choose it over any of Marty's OST's but that does not mean I found the soundtrack bad. At the start I wasn't 100% with majority of the OST but over time most of the tracks did grow on me to the point where about 4/5 years ago I bought the Halo 4 Collectors Edition Soundtrack (really worth the buy). In regards to 117 specifically, there is a reason it really stands out in the OST compared to every other track, It was created to purposely link Marty's style of Halo music with Neil Davidge's. Here are the notes from Neil in the Making The Halo 4 Music book that comes with the Collectors Edition Soundtrack on 117:

Regardless most of the music on it's own is actually very good and this is just how it seems to me.
I also like Tom Salta's score for Spartan Strika/Assault games. So cheerish and light tone.
