Certain gamemodes like dual slayer, I don't even bother dual-wield reloading, I just drop the left weapon and look for another weapon, or use a weapon that doesn't require reloading.
Alternatively, you can bind your second reload to a key closer to your reload key, in this case, the "T" key. If you're going to press R to reload, might as well slide your finger to the right to press T too.
By default, it was RB to swap and reload right weapon, LB to swap and reload left weapon.
I agree though that it's jarring coming up from Halo 2 for the first time. Would be useful if someone could just bind both to R if they didn't want them split, but I think binding to one removes from the other.
I think I've got F as reload left weapon, or maybe H. I just don't think about it when I use it so I can't remember which.
Moving grenades and melee onto mouse 4 and 5 frees up those keys a lot for me, if you've still got those there than this might be less comfortable.
