From what I can can gather, it's basically just an official mod update version. I haven't seen anything about engine improvements or bug fixes, just that it gives access to stuff like fishing and easy access to their Creation Club stuff.
Console users get a free upgrade and pc players pay for it.
There's a reason why, after 15+ years of being on PC, no modder or modding group was ever able to create a working co-op mod for either CE or Halo 2 Vista, neither of which had online co-op implemented until they were added to MCC. Bungie's netcode is notoriously difficult to work with, and as someone who writes software I'm impressed that they were able to retroactively create online co-op in a game where there was none.
Would cross-play co-op be great? Yes. Will they likely add it in the future? Probably. Is it a super high priority for them, considering all the other technical feats that were required to get online co-op working at all (and, again, considering the fact that most people who want to play co op with their friends tend to play on the same platform)? Probably not.
quite frankly the fact that MCC on PC A: cannot play with XBox on Campaign and B: doesn't support local splitscreen while Xbox does is disgraceful. They've had almost a decade of worktime sorting this collection out, and 3 of them spent exclusively sorting out their PC port. That isn't counting that they have had - 3 - studios work on this effort, 5 if you count Gearbox & Bungies work on the original two PC ports, of which the MCCs versions are based off on both platforms
Now 343s saying they cant ship core features of a new game on any platform on release, even after creating a new engine and delaying the release by a year. Yeah no, I'm not buying the bs they're saying regarding MCC.
