Halo 5 new MJOLNIRs have integrated translating devices onboard the suit AI, summed with actual known translations they can communicate.
1) why are there elites in this splinter? werent they replaced by the brutes?
2) do they know the great journey is false? if not, then why are they allying with a guy who wants to kill all humans, dont they know you need a human to activate the rings for the "great journey"
3) seriously why are they allying with the prometheans, this dingus appears from his ball and the entire covenant splinter stops killing the prometheans for no reason, they didnt receive the order to stop, atleast im going to assume thats the case so why did they stop? did they know he was a forerunner? how? noone had seen a forerunner in literal millenia, if they knew he was a forerunner, how did they not know the prometheans are forerunner artifacts? these guys almost genocided the hunter's race because they ate forerunner tech, and yet here they are indiscriminately destroying it, who did they think built those glowing crab looking robots in this forerunner planet?

then how could sargeant johnson and miranda keyes communicate with the arbiter and tartarus while cortana was aboard high charity?
According to canon in the halo series, Elites are not a part of the covenant willingly originally and the only reason of why they are spared from annihalition is due to religious parallels with the San'Shyuum and their reverence towards the forerunners as godly beings, them being reemplaced by the brutes doesn't render their original religious beliefs invalid (this is why i mentioned that Jul'Mdama covenant is ultra fanatical).
They do "know" that the great journey is false but dont want to believe and avide by the arbiter's rule, thats why they're a splinter covenant cell based after the great Schism.
The beggining of H4 did confuse me a bit too, I was confused in why they were suddenly stop killing themselves, but my best guess for that is that Ur Didact somehow contacted/controlled the faction via force. There is this line in the game were he mentions:
"Even this beast recongnize me as their superior as a Forerunner, human, you should do the same"
So my best guess is that somehow the communicated and they immediatly were subyugated by the didact, not the prometheans.

The "regret" tranmission is a translation from the New Mombasa section, in delta halo she translate other stuff from one of the holo pods in the levels.
Specifically, putting aside your overall opinion, what do you think about the graphics in H4?

thats a lot of information we are not told and we must assume
i still dont understand why the covenant splinter wants to kill humans, the only reason the covenant declares war on humanity is because of the prophets lies, but if this splinter knows the prophets were lying, they have no reason to fight
also why could he subyugate the covenant but not normal humans, i mean not only would it be easier for the didact to turn humans into ash that way, he could even force humans to fight master chief
i REALLY need to stop thinking about this,
very pretty, even if i dislike most of the redesigns compared to the original, i recognize the artistry

Just to further add a couple of things:
The splinter covenant cell doesn't "want to kill humans" per se ;) (read the books for this one, please!) the Sangheilli see the humans as an inferior race, that why they dont like the arbiter allying with them.
About the didact not subyugating humans, he initially didnt knew that the Infinity vessel was human based (that is why he was scanning them while they were in orbit and then retrieving data while the crash landed), there is some sort of "respect" implyied along the terminals in this game but im not really sure about that (the forerunner saga trilogy is a book trio that i haven't read in 7 years now)
And yes, indeed. The approach of the expanded lore for 343 was poor at best to fully get the scope of H4
