That said, 343 is in the process of building a custom server browser and in the last blog showed some mockups. It's still gonna be a bit though. Probably when Halo 4 launches.
The customs games browser is a server browser by definition, you use it to browse servers, doesn't matter if they are custom games. You can choose to host your own server and have it listed on the browser, and you can join other peoples servers.
I can't think of any game that has a matchmaking system having a server browser that browses those same servers the matchmaking system uses.

A large part of what made halo fun was the custom games, so a browser for custom games is going to be a real big improvement.
Dedicated servers just means that someone can host a custom game without actively being in the server and playing.
Currently anyone can host a custom game and invite their friends, but when the custom games browser comes out, they can host a custom game and list it on the custom games browser so that anyone can join it.
I did say that dedicated servers may happen based on the fact that one such tool exists officially for halo 5.
Networking wise a p2p connection is no different from a dedicated one, I could host a dedicated server at my house, or just host a server via p2p, the connection quality would be the same as the servers are both on the same internet connection.
If you were renting a third party MCC dedicated server, it likely would have a better connection as it would be running in a datacenter, but dedicated servers themselves make no different in the connection quality, only the physical locations internet connection where that server is located effects the connection quality.
I bet you a lot of dedicated servers for many games are ran at people houses due to not wanting to pay someone to be able to host a server, I myself have hosted dedicated servers at my house in the past as I have a spare PC to run them on.
I also never said that I don't want dedicated servers, I think it would be nice to have them, and I very much know how important they are, I am a moderator for the /r/HaloOnline subreddit, the official subreddit for ElDewrito (Which you likely know of), most of its servers are dedicated servers ran by the community.
