As far as how co-op is implemented in-game, you can generally play with three other players on Halo 3, ODST, Reach, and 4. Halos 1 and 2 are limited to one co-op partner. The net-code can also be questionable at times, but supposedly, 343i is trying to fix this and it only applies to a few games. The worse it'll reasonably get is slight input lag.
You also don't need the multiplayer packs to play campaign co-op. If you have the campaign packs, you have all the campaign content, including co-op. You can also play Firefight with the campaign content.
Hey, thanks for your reply. How would I set up a lobby? That means I'd need to have the player in my friends list first right?
Also, what is Firefight?
Sorry if the questions seem really noob, but I've only played Halo 3 co-op through split-screen back on the X360, and my first assumption that I'd find the co-op options through the Multiplayer settings.
Firefight is technically a multiplayer game mode for Halo ODST and Halo Reach. It's basically a horde mode where you hold out against the Covenant. It's pretty fun if you just want to kill normal campaign enemies.
