The magnum is the perfect compliment because it can headshot combat forms from an especially safe distance.
All of the full-auto weapons serve as a decent alternative to the magnum. They have no suit/wrist shields so the assault rifle works. They don't dodge so the needler works. The plasma rifle isn't totally useless against health either and is certainly the safest full-auto to carry in a three way fight.
Don't waste ammo on the popcorn unless you need the satisfaction. Melee them, take the hit, or ignore them.
The majority of flood can't do squat from a range, so finding somewhere to jump to another elevation might be all you need to save your bacon sometimes. If you somehow don't have a good weapon to deal with rocket flood, chuck a grenade in andpromptlyleave.
By far the main thing going for the flood are their ridiculous numbers. Avoid the plasma pistol completely. Don't try to save sniper/rocket ammo for later. Use them fast so that you can pick up your original weapon back up, or skip them too. Wasteful excess damage, too much downtime and poor mileage. Get a more reliable weapon back in your hands ASAP.

General advice,
-there are very few areas with truly infinitely respawning Flood. Take your time and gun down Flood in each encounter.
The big blue 'fishtanks' where Flood jump down at you are more or less infinitely respawning. Run past these, but most importantly, stop running just around the next corner to get your shields up. Flood stop spawning from these 'fishtanks' once you officially get past them. Then just gun down the Flood that followed you to your corner and continue on.
-the further you are from the Flood, the safer you are, because they can't shoot you after a certain distance and obviously they can't melee you. You can very safely gun down around 90% of the Flood in this level from a distance with the Pistol. That means you should always have a Pistol, or the Plasma Pistol if you run out of ammo, for long range damage.
However, there are a handful parts of the level where they spawn in Carrier Forms behind you, so be careful where you backpedal.
-use the Shotgun well. Every pull of the trigger should be killing a Flood Combat Form. It is by far the best weapon to use against the Flood because aside from the Rocket Launcher (which you shouldn't be using this level), as it is literally the only other weapon that straight up one shots Flood. If I'm not being clear enough, you should only ever have the Pistol and the Shotgun on you. No Rocket Launcher, nothing else. Maybe a Plasma Pistol if you run out of Pistol ammo.
-use grenades when it is convenient. If you haven't picked up on it yet, Halo CE grenades are earth shattering high yield explosive devices. Use them to blow up Flood that are just dropping in, or large groups of Flood that get too close. The Rocket Launcher is basically just a stronger grenade.
Additionally, blow up Carrier Forms to help thin the crowds of Flood. They are placed in groups of Flood for a reason. 2 Pistol shots is guaranteed to explode them on Legendary, and regular grenades obviously bounce them around so don't use those.
Usually, Flood can't reanimate after they are killed with explosives. Especially not grenades, but sometimes Flood Carrier Forms don't quite do enough damage to keep them down.
It should also go without saying that you should watch out for super combine explosions of grenades set off by Flood Carrier Forms.
-for the love of God keep track of your energy shield. The reason why you want to backpedal away from Flood so much is that they are always trying to get in your face and never give you a break for any damage that your shields may have taken to recharge. You can't take cover against the Flood because of that, so you can only keep your distance. In a few instances, just ducking around a corner is good enough, but it can be dangerous if you aren't peeking out to pick off Flood.
-watch out for Flood with Shotguns. They will literally one shot you on Legendary and their spawns are fixed and semi-frequent throughout the level. If you hear a Shotgun pumping, or you suddenly take a lot of damage, or if you just look at the weapons the Flood are carrying, you have to kill the Shotgun wielders first and foremost.
Here are the most notorious Shotgun Flood spawns from the top of my head
-at the beginning of the level, right before you enter the big circular room, there is a Flood with a Shotgun hiding around the right corner. Since you don't spawn with a Shotgun on Legendary, you can nab it from this guy.
-there are quite a few encounters with Shotgun Flood at the approach to the tunnel-like areas that you have go down a ramp and into. They usually jump up them and unfortunately, right into your face.
-right before the final door to the Index, there will be a Shotgun Flood spawning in the first vent that you see as you are rounding the corner. Kill him before he shoots you in the back or face.
Finally, there's one part of the level you should know about that will make your life so much easier, near the end of the level. It is right after you exit one of the tunnels and just before you enter the final elevator (to the Fourth Floor cinematic). Guilty Spark will say something about deactivating a security LOCK and you have to wait here.
You should know that you can hide in the corner of the room (by the door) and completely skip this fight that has Shotgun Flood spawning in. The timer is around 1 minute 30 seconds I think, and fighting Flood does not reduce it. Just sit tight and wait. After that, when Guilty Spark starts opening the door, you want to kill the few Flood loitering around (don't wait for them to move into the next area) and start running. Make sure you have at least one grenade of any type, because Guilty Spark will say "Please stay close, time is short" and there is a tremendous amount of Flood that rush past the corner around the time of this voice line. Most if not all can be taken care of instantly with a grenade.

Plasma does more damage to Flood in general, but melts through Flood in Halo:CE. While the Plasma Pistol fires faster, seems to do more damage and has a lot more shots in it until overheat when compared to the Plasma Rifle. (You shouldn't ever pick up a Plasma Rifle unless you have a broken mouse or nothing else around, it's a straight downgrade even without the overcharge ability.) Just tap that fire button until they're dead which isn't very long.
Switch to Shotgun and turn them to paste when they get close. Use frag grenades on groups that are close, and stickys on groups that are far off.
Kills from Plasma shots will generally make sure the Flood stay on the ground also.
