Why are dead elites on odst and why aren't we fighting them?
The covenant war happened much later, and odst doesnt specify the why although buck I think acknowledges it in the playthrough. Why are dead elites there?

Halo 3 ODST takes place during Halo 2, New Mombasa is a city on earth, the great schism has already started, so the elites are fighting the brutes.

rookie wakes up 6 hours after the drop. the drop happens as master chief goes to delta halo. my guess is it only took the chief about 2 hours or so to kill the prophet.

prophet is dead and brutes/elites are in open rebellion

Buck's squad and the other ODST's get hit by the EMP blast of the CAS jumping.

Slipspace takes ages.
The jump from Earth to Delta Halo, that the Forward unto Dawn slipped into, took 13 days.

Two weeks between the covenant ships jumping out of New Mombasa and Chief killing Regret.

Bungie did that a few times, made a the jump feel near instant, have the characters do everything short of holding a conversation straight through it, then the little mission dates just slap an extra week or two into it.

There were about 2 weeks between Chief entering the Forerunner Dreadnought at the end of Halo 2 to him crashing down in Kenya in Halo 3.

It took twenty four days for the UNSC and Elite forces to travel from Earth to The Ark.

The dead elites and the lack of Sangheili forces in New Mombasa don't add up with the schism - the way I figured it fit together was that the Brutes and Elites wanted each other dead already, maybe some of the Jiralhanae even knew of Truth's plot early (in First Strike from 2003, Truth and the brutes are in cahoots for something big, secret from the rest of the covenant, all before Halo 2's game even starts) so they just jumped the gun and teamkilled the Elites once they saw Regret ship out.

I'm fairly certain Truth seeded Regret's fleet with Brute sleeper cells with orders to kill the Elites once a good opportunity arose. Regret fleeing Earth and the Brutes left behind saw that as a good time, especially since they likely had been made aware that Earth was the location of the Ark portal. We know Truth knew about the portal's location secretly and was amassing an invasion fleet that was stopped during the novel First Strike just before Halo 2.

I've seen conjecture that this was a coup/betrayal (probably unrelated to the schism)

I've also heard guesses it's a clue to the currently unsolved "last easter egg" in ODST

From what I remember, the reason that Brutes and Elites don't travel in the same fleets is because they want each other dead so bad. That's why there are no Brutes in CE. I can easily imagine that if a Prophet wasn't in the city anymore, the Brutes and Elites would try and kill each other.
