Also would you guys know if a main discord server for halo modding exists?
AFAIK the games mostly just built on top of the same format for tags with each iteration of the engine, adding new stuff as needed, so unused stuff stayed attached.
Come to think of it, I've seen one mod using Dual Wielding, actually. I saw a halo reach mods video someone did, had a bunch of different mods shown. I think it was a HiddenXperia video . One of them featured an Elite Firefight mod, where the player could dual wield stuff. Or I think it was the firefight one, anyway.
I'm at work on my phone, so I can't go digging through YouTube videos to find which one, but you could start looking there, I think he names the creator of the mod in the video.
If it's an Xbox One controller (or a dual shock 3/4) you should be able to connect it your PC by the usb cable.
