For me it was the monitor that was the issue. I have a Radeon RX 5700 and had flickering on a MSI MAG271CQR. I took my computer to the store where I bought the components and they concluded that the problem persisted with another RX 5700. An AOC Q27G2U had the same problem, but the Acer XV272U I have now does not.
Before changing monitor I found a two ways to mitigate the flickering a little. First, setting the monitors refresh rate to 120 Hz instead of 144 Hz. Second, activating Radeon Chill and setting the minimum fps limit quite low (I used 48-143 Hz). These two settings both helped for me but did not solve the problem completely. Other than that disabling Freesync is obviously an option.
