Why is the Elite Officer armor unlocked at tier 98?
That's one of the first armors you unlock for Elites for Halo Reach, yet in the MCC it's the last armor you unlocked, even after Field Marshall which is the highest ranking Elite Armor in the game.

It was a pre-order bonus on console for the original reach

Same with the Blue and Red Flame, and some Armor you get for your spartan

Blue was a Bungie employee only armor effect and it was gifted to players for doing special things or events (I got it as a gift from Bungie) or after a certain point towards the end of the games life when 343 gave it to everyone that logged in during a certain week period
