If you want to just gift a copy of Reach you should be able to just send reach by adding it to your cart and select gift instead of purchase for self.
I did, however, gift some friends copies of Reach. You can buy it solo for others just as you did for yourself.
So I can understand why it wouldn't gift reach, but would it gift the rest of the collection?

If you buy the MCC for someone, they will get the whole thing. The "no extra copy" applies to you.
Edit: This was only for pre-order, wasn't it?
It is not. If you buy the MCC for yourself, you will get access to the other games as they become available, but not an additional copy of Reach.
If you buy the MCC for someone else, they will get all of it--including Reach.
