I manage it several times per game in SWAT with KB+M and controller.
As DarkDullahan said, it's mostly about conditioning. The game encourages muscle memory for flick fire.
SWAT does that to people, its the definition of who has the fastest reflexes.
I mean this game isn't known for its tactical fps style of gameplay...
It also helps that this game has bullet magnetism so where if your shot is barely off it will correct it and give you the hit anyway.
