What rank are the curved backpack grunts?

Halo CE is the only halo game with grunts wearing curved backpacks. I always thought they were veterans but those are the red armored grunts. So what rank do curved backpacks have?

The grunts with the different helmet/backs are the same base on their rank colors.

They probably made it to look different to each other instead of copy/paste the same grunts or the way how the grunts roll out of the Spirit drop ship.

Sometimes you see a red grunt with a triple backpack in anniversary graphic (minor and major armor combine).

you sure about that? On legendary there are more curved backpack grunts, not to mention they also have an armored face plate. To add more confusion the ultras in halo reach also have an armored face plate.
