Halo 2 LASO Black Eye
My friend and I are attempting this playlist and are not regenerating shields when we melee enemies, only seems like kills are triggering the regen. Anyone else heard or seen this?

The way how the Black Eye works in Halo 2 is to melee kill an enemy to regain your shield and doing that will also give you overshield (red to green).

It implies on allies, flood spores, destructible objects, sentinel worker/spawner, emplacement turret and civilian vehicles.

Keep in mind that breaking glass or killing someone with the Energy Sword does not work on this skull.
