It's using your disk drive, let me guess you're installing it on an HDD and not an SSD?

Restart Steam. That fixes about 90% of the issues people are having with it not downloading. Alternatively; reocgnise just how many people are downloading this update, even Steam has a limit to their bandwidth.

It's probably his disk drive taking forever, when you're in the downloads section it shows your disk usage.

yea HDD but i still dont see it in the store. cant even buy the damn game. cant wait for the 30gb download in a few hours lol

Again, restarting Steam fixes most issues. It doesn't check for updates to the store every single second, but restarting will cause it to update its listings for you.

Well in that case... did they not release it to most of the world in the very early hours of the morning? Why not try getting a night's sleep, I'm sure it'll fix itself by the time you wake up.
