Single player is a bit of a different story, it's function is to be fun to get to get shot at by it, though it's still great to use against both covenant and flood.
They have a lot of places where they come in handy especially during Pillar of Autumn and the ship section of Truth and Reconciliation. I would say that in the second half of the game it's mostly outclassed by the shotgun.
In multiplayer magnum is king.
On legendary it can dish out elite that have cover with no problem.
Exploading with almost same damage as plasma granade if you dished out full clip
