Doesnt give me a Install or download option
I bought the MCC on release date and I feel like i read that buying the MCC gives you access to all games as they come out. Why is it only giving me the option to Buy game for $9.99, then if i go to check out my cart i get the warning that i already own the DLC but i cant install it.

Right-click the game in your Library, then go to Properties > DLC and tick what you want downloaded.

CE doesn't show up, only reach

It installs in the game, launch up MCC, start the campaign, it will tell you you need to install the Halo 1 campaign, then have a custom install section all in game and you'll have to install about 6 gigs of data. After that you might want to close and validate your files because something went wrong with my friends copy and she couldn't connect to me for co-op and ended up missing 2 files somehow lol

If i attempt to purchase CEA i get a warning that i already own it and will not receive another copy of it.

Thank you guys for trying, i just give up for now. I'm assuming there is some kind of bug they need to fix.

open the games properties in steam, look at the dlc tab, everything must b e checked except for the extended languages

content pack 2 for reach is actually the multiplayer maps.

When i go into Properties->DLC only the reach shows up. I've attempted that. I appreciate the help though

go to play cea in game and it will prompt you to download it

Contact steam customer support, this is beyond the scope of the games forums.
