No one ever gets anything for getting reported either, although I don't think they really monitor 360 anyways. But teabagging is 100% safe, its not like you're calling someone the n word. You're controlling your character within the limits of the game.

Teabagging is a part of Halo culture and typically all in good fun. Usually you give as good as you get, both in kills and in teabagging. The only people who get pissed by it are the ones who are super butthurt and likely never get more than 3-5 kills in a round. It's more like when you play fight with a friend; a joke diss in fun not out of malice. Very few people, I would say, take it seriously as some agregious insult as it was always more of slapstick-ish behavior.
Edit: Best example is when I am playing a 1v1 with my friend, we kill each other, then the one who got killed calls the other a ♥♥♥♥♥♥♥♥♥♥♥♥ bastard. It's a type of jest dis.
