Weapons with a scope such as the DMR, magnum, and sniper rifles replace the binoculars with their scope when held in hand.
The only scoped in zoom weapons actually have scopes like DMR & Sniper Rifles. There are a few weapons with scopes like the Needle Rifle; etc. that also provide active zoom or scoping in.
The zoom with any active weapon is actually attributed to zooming in with your helmet's optics. It can be a little confusing for snap shots can still be performed with weapons like the pistol by quickly zooming in to the desired location then just as quickly firing off a shot.
Kind of messed with me way back when I started played Halo 3 on the 360, but you'll get used to it.
Another tip for new players, charged shots from plasma pistols, generally dropped by Grunts, will stall vehicles like Banshee & Ghost allowing you time to hijack them. Charged plasma pistol shots will also strip shields allowing for a quick swap out to your regular pistol or DMR for a quick head shot resulting many times in a one shot kill (not including the initial plasma charge shot) and the method works well in PvP too.
